Mission
To faithfully execute the prevailing employee relations policies of the Department and work collaboratively with labor to facilitate shared understanding, mutual gains bargaining, problem-solving, dispute resolution, and improvements in organizational performance.
What We Do
The fundamental objective of the Labor Relations Office (LRO) is to establish and maintain a constructive relationship between the DWP, as a corporate entity, and the employee organizations recognized to represent over 9000 DWP employees.
In furtherance of this objective, LRO goals emphasize timely, accurate, and cost-effective services to its various customers, which are City and DWP management, employees and labor unions, other governmental agencies, and the private business sector. Services are focused upon negotiation and administration of memoranda of understanding and daily-rate, construction industry contracts, participation in joint labor/management committees (Mutual Gains processes), advising and assisting management in policy matters concerning labor issues, advocating management's position in various administrative proceedings, and providing training to DWP managers and supervisors in the area of labor relations.
